Lottery is the practice of buying a chance to win a prize, usually a cash sum, by drawing numbers or other symbols. On good days, a single mother like Huong can make 230 000 VN-Dong, or about 10 US-Dollars, from her 16-hour shift of walking around Saigon selling lottery tickets.

Several lottery games are available in Laos, including the state-run national lottery and local lotteries such as a rice lottery and a cattle-raising lottery. In addition, there are informal football lotteries and lottery chances purchased through short messaging services. The government has been trying to curb these activities. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive requiring the ministry, which oversees the state lottery, to work with the ministry of public security to ensure that lottery drawings are conducted in a more transparent manner.

The office said it will limit the number of times that the state lottery draws per week to two, and will ensure that winnings are handled properly. In addition, it will work with the ministry of finance to crack down on illegal online gambling sites that sell lottery tickets. The directive also calls for a ban on the sale of lottery tickets through short messaging services. Private business interests with a stake in the lottery should not be responsible for managing the state lottery, it said.
