Playing the Lottery Online in Vietnam, Laos and Australia

Lotteries are government-sponsored games that award a prize based on numbers drawn or randomly selected from a pool of entries. The prizes are usually cash or goods, but may also include services and/or vacations. Many states and territories operate state lottery games, with some also operating private sector companies for online or instant scratch-off tickets. In the United States, large portions of state lottery proceeds are used to fund public education systems. In Canada, Lottery Corporation operates four nationwide games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life.

The national lottery in Laos is rigged by officials to avoid large pay-outs, sources in the communist country say. The national drawing, held three times a week, often shows numbers that disappear from purchased tickets, and unlucky numbers are deemed unlikely to be chosen, they add. A few days ago, for example, the winning number 509 disappeared from tickets sold throughout the day of the drawing but showed up as 134 only 10 minutes before the drawing. The number was chosen by a large group of people who sought it out because it is associated in Laos with the buffalo, which is considered a symbol of good luck, a source told RFA’s Lao Service.

Despite its illegal status, gambling in Laos is widespread. It is especially popular in the capital city, Vientiane, and many people play online. A variety of websites offer a range of games including roulette, poker and blackjack. Some of these sites are operated by licensed re-sellers, while others are private businesses or run by local governments. In addition, the country has special economic zones where gambling is legal.

In Vietnam, many poor citizens choose selling lottery tickets over the socially detested act of begging. They make a decent living, averaging about 230 000 VND-Dong (10 US-Dollars) per day for selling tickets. The money is a lifeline, as Huong, a single mother in Saigon, explains. “My only way to survive is by selling lottery tickets,” she says. “It is better than begging because it is less embarrassing.”

In New Zealand, the government’s Lottery Grants Board distributes lottery proceeds directly to a wide range of charities and community organizations. In addition, it oversees a variety of commercial lottery games, such as Powerball, Keno and Instant Kiwi. Other commercial operators in the country are Lottery New Zealand, a company owned by the national lottery commission, and Tatts Group. New Zealand also supports two licensed re-sellers, Netlotto and Jumbo Interactive.
