While the government has a hand in the national lottery, there’s a lot of shady business going on behind the scenes. Some of the companies responsible for the national lottery have ties to Laos’ ruling elite. The government’s lukewarm response to the allegations of corruption isn’t helping matters.
In Canada, for instance, the provincial and territorial governments run their own lotteries. The Interprovincial Lottery Corporation oversees four nationwide games: Lotto 6/49, Lotto Max, Daily Grand and Millionaire Life. The company operates the first-ever Internet lottery, PLUS Lotto.
In Quebec, mayor Jean Drapeau drew criticism in 1968 for announcing a “voluntary tax.” For a $2.00 “donation,” players would be eligible to win a silver bar, not money. Although the federal justice minister argued that the tax was illegal, the city’s legal counsel defended it as a form of lottery. The court’s decision was ultimately overturned in 1970.
