The number of people playing lottery-style games on the Internet is growing rapidly. This trend is especially true for instant lotteries, in which players purchase tickets for the chance to win a prize based on the results of a drawing. According to GTech Corporation, a lottery-software provider, these games account for 70% of worldwide online lottery business. In addition, a large percentage of these games are free to play. Consequently, lottery-style game sales are supplemented by advertisements and other forms of revenue. This makes it difficult for regulators to control these activities, and it is often impossible to determine whether they are legal.
The first online lottery was launched in 1995 by the International Lottery in Liechtenstein Foundation (ILLF). ILLF pioneered Internet gaming and processed the first Web lottery transaction. It now operates several websites, which are referred to as the ILLF brands. In addition to operating the Internet lottery, ILLF supports charitable projects and organizations domestically and internationally. Its games are available on computers and mobile devices. The organization also pioneered instant scratchcard games.
In the United States, state governments run lotteries to raise funds for public services and programs. The proceeds from these lotteries are usually used to improve education, and the profits are sometimes used to boost local economies. In addition, some lotteries are used to pay for social welfare benefits. The largest US lotteries are Mega Millions, Powerball, and Cash4Life.
There are numerous national and international lotteries. In the UK, for example, the National Lottery offers a variety of games including Lotto, Thunderball and Set for Life, as well as a health lottery called Health Lottery. Other lotteries operate at a provincial level, such as Canada’s four nationwide games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. Canada also has a provincial government-owned lottery company, Loto-Quebec, and the Interprovincial Lottery Corporation, which oversees all the regional lotteries in the country.
In Laos, the government has recently taken action to regulate illegal lotteries that offer several lucky draws in a day. Finance Minister Bounchom Ubonpaseuth told lawmakers at an extraordinary session of the National Assembly that the government would take measures to address these illegal operations, which he said lured people into habitual gambling. He said authorities in charge would invest in a system to track those behind these illegal operations and make it more difficult for them to operate.
