The Laos Lottery is Rigged, Sources Tell RFA

Laos Lottery, which lures participants with promises of substantial rewards, is being rigged in order to prevent large pay-outs, according to sources in the communist country. Three times every week, national lottery draws are often followed by purchased numbers disappearing after the draw takes place; for instance on October 14th 509 was no longer present among purchased tickets after many believed it to be lucky number; it had been associated with cats who are considered unlucky animals in Laos.

At last, one lucky Iu Mien immigrant to Portland, Oregon named Cheng Saephan from his ethnic Iu Mien community won it. At a press conference announcing his success he shared it equally with a friend who chipped in $100 to buy tickets on his behalf and announced he’d use half to fund missionary trips to Thailand, Laos, and China before crediting his good luck as being “blessed by the gods.”

Ticket holders who cross-reference their entries against official results are anxiously anticipating hearing their numbers read aloud, hoping for a match that can turn their kip bet into a significant windfall. To encourage participation, participants who correctly match all four numbers receive a prize payout of 6 million kip, while just matching one number can still net them an payout of 50,000 kip, equivalent to approximately US$200.

Though gambling is illegal in Laos, the government allows Special Economic Zones to host casinos which accept players from around the globe; online casinos also accept registration and playing from Laos players.

Officials in the finance ministry say they are making changes to address concerns over the integrity of Laos Lottery. Vilasack Phommaluck, one of the committee overseeing it, told RFA he has heard complaints about how numbers are drawn; among the proposed modifications are decreasing draws to once every week instead of three per week.

Public members have asked the government to regain control of the lottery, alleging that private business interests are manipulating it to their benefit. Some of these interests reportedly have connections to former Prime Minister Thongsing and Former President Khamtay Siphandone’s ruling elite; one caller told RFA. Furthermore, those calling on government regaining control have expressed displeasure that no annual costs associated with operating this concession have been disclosed and audits done; those advocating state management say lottery operations must be managed solely by them state owned organizations.
