The Legality of Lottery Online Games

The popularity of lottery online games has grown tremendously in recent years, and the industry is estimated to be worth more than $70 billion worldwide. The majority of lottery online games are run by private companies, and some have even been granted US patents. For example, GTech Corporation based in West Greenwich, Rhode Island runs over 70% of the world’s online lottery business. Despite this, legality of lottery-style games remains controversial in many jurisdictions.

Currently, Laos has no national gambling law and there is only one official state lottery. However, the government is attempting to clamp down on informal football lotteries and lottery chances purchased via short messaging service. In addition, it is planning to reduce the number of state lottery drawings from two a week to one and make them more transparent. The government also wants to close down some of the illegal bookmakers operating in Laos.

Gambling in Laos is banned for local residents, but casinos in Special Economic Zones (SEZ) can be found in some areas of the country. The government is trying to boost tourism by creating these zones, which are leased out by the government for foreign investment.

While gambling is technically illegal in Laos, it is not enforced very strictly. The 2001 Penal Code only says that ‘forbidden gambling’ is prohibited, but this does not explain what kind of gambling is forbidden. In any case, most people ignore the laws and simply gamble at a casino.

The legality of lottery play in Canada has always been contentious. In 1967 Montreal mayor Jean Drapeau, in an attempt to recover some of the costs of the World’s Fair and the subway system, introduced a ‘voluntary tax’ where for a $2.00 donation players would be eligible to participate in a monthly lottery draw with a grand prize of $100,000.

There was a public outcry against this, but the taxes continued to be collected and lottery sales rose significantly. The federal Liberal government eventually passed an Omnibus Bill to bring up-to-date a number of obsolete laws including the one concerning lotteries, but it was not until 1969 that the lottery was legalized in Canada.

In Europe, a wide variety of state-run lotteries exist. They range from state-controlled multi-nationals to locally-run, privately-owned businesses. A large percentage of state-run lotteries offer instant scratchcards as well as traditional lottery tickets, while others focus on sports and other events. In some countries, the lottery is controlled by a non-profit organization and supports charitable projects and organizations domestically and internationally. In other countries, such as the United Kingdom and Lithuania, the lottery is a profit-making enterprise. These profit-making lotteries typically have higher jackpots than the state-run ones. However, they do not enjoy the same level of public scrutiny and are often perceived as less ethical than their counterparts.
