The Legality of Playing the Lottery Online

Online lottery games are a popular way to play the lottery, and the technology is quickly evolving. GTech Corporation, based in West Greenwich, Rhode Island, administers about 70% of worldwide online and instant lottery business, according to the company’s website. However, the legality of these games is often questionable in some jurisdictions, particularly those where gambling is prohibited. Nonetheless, many players continue to purchase tickets online for the chance to win millions of dollars.

In 1967, the Liberal government introduced a special law, called an Omnibus Bill, to bring up-to-date a number of obsolete laws. This bill included a section that made buying a ticket to an Irish sweepstakes illegal, but Montreal’s mayor, Jean Drapeau, launched a “voluntary tax” of $2.00 per player to enter a monthly draw with silver bars instead of money. While the public debated Drapeau’s “tax” and its legality, the draws went off without a hitch, drawing players from Canada, the United States, Europe and Asia.

Lotteries are regulated in the United Kingdom at a national level and operated by The National Lottery, Set for Life and EuroMillions. In the Australian state of Victoria, a private company, Lottery Australia, operates lotteries under license at a local level. The company also supports resale of its products by two licensed re-sellers, Netlotto Pty Ltd and Jumbo Interactive.

In the United States, state-licensed lottery companies offer a variety of games including traditional instant and scratch-off tickets and video lotteries. Many also sponsor charitable events and are often staffed by experienced staff. The most prominent lottery game is the Powerball, which has raised more than $15 billion since its inception in 1992 and is regulated by the state-owned Lottery & Gaming Commission. Other major US lotteries include the Mega Millions, Florida Lotto, Georgia Lottery and California State Lottery. In addition, some states operate charitable games that raise funds for medical research and other public purposes. A privately run lottery called the Health Lottery is also available in several countries.
