For example, the winning number 509 in a recent drawing appeared only as 5 on tickets purchased throughout the day of the drawing, according to sources who spoke to RFA’s Lao Service. Those with business interests in the lottery say they pay the government an annual fee to manage the lottery and that the government does not monitor the activity. Lao state authorities declined to comment on the accusations, but a government official speaking on condition of anonymity told RFA that private business interests with a stake in the lottery also include family members of the country’s ruling elite. “The majority of the companies responsible for the national lottery are run by persons who have links to the ruling class,” he said. “The public is not informed of how much they pay for the concession and no one inspects them.” The official urged the government to resume control of the lottery.
