The official, who spoke on condition of anonymity, said that the state lottery should be fully managed by the government, because private business interests are not reliable and can’t be trusted to run the national lottery correctly. He added that the businesses involved with the lottery should pay the government an annual concession fee to cover the cost of the lottery operation.
