However, some officials in the communist country are alleged to be rigging the system, with drawing results that fail to match expected values. For example, the winning number in a recent drawing was 509, but the number disappeared from purchased tickets throughout the day of the draw.

For many poor Vietnamese people, selling lottery tickets is their only source of income. On lucky days, they can make 230 000 VND (10 US-Dollars), enough to feed themselves and their families. Moreover, they prefer to sell lottery tickets over the socially degraded act of begging.
