The legality of a lottery depends on whether it meets the definition of a lottery under state or federal law. In the case of Canada, lottery play was legalized in 1967 when the Canadian Liberal government introduced a special bill called the Omnibus Bill. It was intended to bring up-to-date a variety of obsolete laws, and the bill included an amendment concerning lotteries. Montreal mayor Jean Drapeau tried to recover the cost of the city’s World’s Fair and subway systems by introducing a “voluntary tax” in which citizens were required to answer four questions about Montreal for a chance to participate in a lottery drawing. The Omnibus Bill was later passed, and the Drapeau tax became legal. However, Quebec appealed the decision.
