While the country’s communist government officially bans private lotteries, state-owned enterprises and businesses run private ones in the cities of Vientiane and Hanoi. Those who own those businesses, which receive large state subsidies in return, are often linked to members of the ruling elite. Those officials have been accused of rigging the national lottery by manipulating drawing results. The drawings, which take place three times a week, frequently show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to be chosen.

A former official with the Lao government who spoke on condition of anonymity told RFA’s Lao Service that the companies responsible for running the national lottery pay the state an annual fee in order to hold the concession. But the state does not disclose how much those payments amount to. The company that runs the lottery, he said, is aware of the numbers people choose, which allows it to manipulate the results of the drawings. He questioned why the state does not resume control of the lottery. “The national lottery should be 100 percent managed by the government,” he said.
