In the United States, there are a number of state-regulated lotteries operated by private companies. Prizes are generally paid out by check or bank wire. Lottery winnings are taxed in most jurisdictions. Nevertheless, the existence of lotteries and their popularity have raised questions about their legality. Some people have been prosecuted for playing or selling lottery tickets. Despite these concerns, the majority of American state governments have legalized lotteries.
Licensed operators run lotteries at the state or territory level, with some offering Internet-based games. Some of the largest state-regulated operators include GTech Corporation, based in West Greenwich, Rhode Island, which handles 70% of worldwide online lottery transactions, and State Lottery of Maryland. In addition, a small number of private-sector entities operate online lotteries.
New Zealand operates its state-regulated lotteries through an autonomous Crown entity, Lotto New Zealand. Profits from the lotteries are distributed by the Lottery Grants Board, an independent statutory body, to a range of charitable and community organisations. Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission are three of the statutory bodies that receive allocations from the Lottery Grants Board.
A number of other countries have legalized state-run lotteries, including Canada. Prior to 1967, purchasing a ticket for the Irish Sweepstakes was illegal in Canada, but in that year the federal Liberal government sponsored an Omnibus Bill that brought up-to-date many obsolete laws, and one of them dealt with the operation of lotteries.
Currently, the Canadian lottery system consists of four nationwide lotteries, administered by the Interprovincial Lottery Corporation, a consortium of provincial/territorial lotteries (Atlantic Lottery Corporation, Ontario Lottery and Gaming Corporation, Loto-Quebec, and Western Canada Lottery Corporation). In addition to these major national games, there are also many informal football and other sports lotteries that take place over short messaging services.
In Laos, officials in the communist country are accused of rigging the state lottery to avoid large payouts. Drawings are known to show numbers that vanish from purchased tickets or that are deemed unlucky by buyers, RFA’s sources in the capital Vientiane say. For example, the winning number in an Oct. 14 drawing was announced as 134, but the number disappeared from purchased tickets throughout the day of the drawing.
Huong and her husband Manh make a living by selling lottery tickets in the streets of Saigon. On good days, they sell about 250 tickets, earning a daily profit of about US-$11. Their shift begins at 5 am, when they wake up to prepare breakfast and hit the streets. They often spend 16 hours working. On bad days, they can only sell about 180 tickets. They need the money to pay for their children’s school fees. They also use it to buy groceries and other necessities. The two women’s daily income from the lotteries is a lifeline for them. It is a risky job, however, as they are often harassed by police and other officials. If they are caught, the penalties can be harsh.
