In one case, a drawing on Oct. 14 saw the number 509 appear on a purchased ticket, then disappear a short time later. This number is associated with the buffalo, a symbol of good luck in Laos.
The rigged drawings are not the only problem, RFA’s source says. A number of the companies responsible for managing the lottery’s work have connections to the ruling elite, he says. The public is not told how much these businesses pay to the government each year for a concession to manage the lottery.
A government minister addressed the issue in a recent question-and-answer session with lawmakers. Minister Bounchom warned that illegal lotteries lure people into habitual betting, and he urged authorities to regulate them. He added that investment was needed to create a system to identify those who are buying illegal tickets.
