The Legality of Playing the Lottery Online in Laos

Lotteries are gambling games where participants purchase tickets in order to win a prize. The prizes can range from cash to goods. In the United States, state and local governments often sponsor these games to raise revenue for public services. In some cases, lottery funds are also used to support education systems. In addition to traditional state-sponsored lotteries, private companies may operate them as well. The most common type of lottery in the US is the Powerball, which draws millions of entries each week. Other popular lotteries include Mega Millions, Megabucks, and Keno.

The legal status of lottery games in Laos is a little complicated. Although gambling is generally illegal in the country, there are Special Economic Zones where it is allowed. The casinos located in these zones offer a variety of casino games and accept players from all over the world. Nevertheless, online gambling is considered illegal in the country.

Officials in communist Laos are rigging the national lottery system, manipulating winning numbers to avoid large pay-outs, RFA’s Lao Service has learned. In one case, a drawing on Oct. 14 saw the number 509 appear on a purchased ticket, then disappear a short time later. This number is associated with the buffalo, a symbol of good luck in Laos.

The rigged drawings are not the only problem, RFA’s source says. A number of the companies responsible for managing the lottery’s work have connections to the ruling elite, he says. The public is not told how much these businesses pay to the government each year for a concession to manage the lottery.

A government minister addressed the issue in a recent question-and-answer session with lawmakers. Minister Bounchom warned that illegal lotteries lure people into habitual betting, and he urged authorities to regulate them. He added that investment was needed to create a system to identify those who are buying illegal tickets.

While the popularity of online lotteries is growing rapidly, there are concerns that they could be a dangerous new addiction. In addition, the games are often played by children who lack the maturity and understanding to be responsible gamblers. The industry has responded with a variety of products to help prevent these problems, including educational and self-exclusion programs.

Currently, there are four nationwide Canadian lotteries: Lotto 6/49, Lotto Max (which replaced the Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These are operated by the Interprovincial Lottery Corporation, a consortium of five regional lotteries owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut). All of these companies have been awarded licences to operate a lottery. These include traditional instant games and electronic lotteries such as video lottery terminals. In addition to these, some jurisdictions have introduced keno and scratch cards.
