While the legality of online lottery games is a hotly debated issue, several state legislatures have passed laws to regulate them. In early 2016, the Hanoi Investment and Planning Department granted an exclusive license to a foreign company to operate computerized lotteries throughout Vietnam. The project was implemented by a subsidiary of the Malaysian-based BCorp, a conglomerate with operations in Asia, Europe, Africa and the Middle East. BCorp partnered with Vietnamese business Vietlott to develop the lottery system. The project is a joint venture with an ownership structure of 80 percent stockholder equity for Vietlott and 20 percent for BCorp.

A state official speaking on condition of anonymity meanwhile said that the companies responsible for the lottery’s work have links to Lao business interests and members of the ruling elite. He added that the lottery’s profits are not disclosed and that people are not informed of how much the companies pay to the state each year for the concession.

The company also pioneered Internet gaming, processing the first online lottery transaction in 1995. In the same year, it introduced the first instant-scratch card game. The ILLF also supports charitable projects and organizations domestically and internationally. The ILLF is a 501(c)(3) non-profit organization.
