A 68-year-old man from the Laotian town of Phonsavanh has won a massive lottery prize of more than 1.33 billion euros (US$4.3 million). The winner, Cheng Saephan, claimed the top prize for the Powerball lottery draw in Portland on Monday and will share the prize money with his wife and friends.

Saephan was among thousands of Iu Mien (also known as Hmong) who fled to Thailand during the Vietnam war, and then immigrated to the United States through a refugee rescue program in 1994. The Iu Mien are a subsistence farming ethnic group that helped American forces during the war. They have settled in the West Coast area of Oregon, where they have built a strong community with a Buddhist temple, a Baptist church, social and business organizations, and other establishments. The family’s prize will be paid out over 30 years, a relatively short period of time compared to other lottery prizes that are paid out in lump sums.
