The minister said that the amount of money earned by the state lottery enterprise has declined threefold since people have started buying foreign-made lotteries online instead of using the government’s own system. The government has established a committee to deal with the issue, but the minister said investment was needed to develop a system for tracing those involved in the illegal lottery sales.

For many Vietnamese people, selling lottery tickets is the only way they can make ends meet. The social security system in Vietnam is not yet able to handle the number of less fortunate citizens, and for them selling lottery tickets is a better option than begging on the streets, which is socially detested. One single mother lottery seller from Saigon has been able to earn enough to afford her rent and buy food through her daily lottery sales.
