For instance, the winning number 509 in an Oct. 14 drawing appeared as only 5 on the tickets sold throughout the day of the drawing, according to a source who spoke on condition of anonymity.

In spite of this, the national lottery still provides an income for many families, and the country has a strong culture of gambling. Nevertheless, there are some concerns that private business interests may be too involved with the national lottery’s operations. Some of these businesses have links to the country’s ruling elite, a source told RFA’s Lao Service. The person added that he hopes the government will resume control of the lottery, saying private businesses should not be responsible for a system that “can’t be trusted.”
