Despite the growing popularity of lottery online, the government has not yet decided to regulate it in Vietnam. In fact, the government has even urged citizens to participate in the legal state-run lottery rather than the informal football lotteries and other private lotteries that are being sold through short messaging services. The state lottery has been under attack from both the public and business groups for not being transparent enough. On Aug. 17, the office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance and other ministries to work with the state lottery supervisory agency on a plan to better manage the issue.
