In a recent case, the number 509 appeared only as a five on tickets sold throughout the day of the Oct. 14 drawing, after a large number of buyers sought to purchase tickets that included the lucky number, a source told RFA.

Despite these allegations, the government has not yet taken control of the lottery from private business interests, a Lao state official who spoke on condition of anonymity told RFA. Those with a stake in the lottery include businesspeople linked to the families of Lao leaders.
