A single mother in Saigon named Huong, who sells lottery tickets to supplement her family’s income, earns about 230 000 VND per day ($10 USD). For her, it is much better than the socially degraded act of begging. She is able to afford to buy diapers and food for her infant daughter.

Despite the government’s claim that the national lottery is regulated, sources say it’s actually run by private businesses with close connections to the country’s ruling elite. Those responsible for the lottery include the families of prominent national leaders, according to a caller who spoke on condition of anonymity to RFA’s Lao Service. The callser added that the companies pay a fee to the state for the privilege of running the lottery, but they are not subject to regular inspections. They also have the freedom to manipulate the results of the lottery’s three drawing sessions each week. For example, the winning number 509 appeared as 5 on ticket purchases throughout the day of a recent drawing before suddenly appearing as 9 an hour later. This is a clear sign that the lottery is being rigged, the caller said.
