It ordered the reduction of drawing times from two to one per week and that winnings be handled more transparently. It also instructed that informal football lotteries and lottery chances purchased through short messaging service be shut down.
Lottery-style games were first introduced in Europe in the 16th century. In the early 19th century, private lotteries were established in the US. A few even received patents for new types of lotteries, which would in today’s vernacular be called business method patents. In the 17th century, public lotteries began to be organized as a way of raising money for the Paris city government (called Loterie de la Chambre du Commerce) and for religious orders in convents. By the late 18th century, public lotteries were widely used in France and throughout Europe. During the French Revolution, they fell out of favor but reappeared in the 1790s as private lotteries.
