The New Zealand Lottery was established in 1987 and replaced the nation’s original two lotteries, the Art Union and Golden Kiwi. It currently offers four different games: the main lottery game, Keno, Bullseye and Instant Kiwi scratch cards. Lottery profits are not taxed in New Zealand.
In Laos, the official lottery is a state-owned enterprise that is overseen by the Ministry of Finance and the Ministry of Public Security. Nevertheless, many citizens allege that lottery officials are rigging the system in order to avoid large pay-outs. Drawings for the state lottery, which are held two times a week in the capital of Vientiane, often show numbers that vanish from purchased tickets or that are deemed unlucky. For example, the winning number for the Oct. 14 drawing, 509, appeared only on tickets bought throughout the day of the draw before suddenly changing to 134, a source in Vientiane told RFA’s Lao Service on condition of anonymity. The reversal was made just an hour before the drawing took place. The Ministry of Finance denies the allegations. It has promised to work with the Ministry of Public Security to improve transparency in the lottery industry. The ministry has also urged the public to report lottery-related activities. The government has also increased the maximum fine for lottery-related offenses.
