In order to resolve this issue, the government issued a directive on Aug. 17 requiring the ministry to work with other ministries to better manage illegal lottery activities in the country. The directive also says that informal football lotteries and lottery chances purchased via mobile phone messaging services must be closed down.

For many people selling tickets is their only source of income. This is especially true for single mothers who find it easier to earn money from selling lottery tickets than begging, a socially detested act in Vietnam. For example, Huong, a lottery seller from Saigon, is pregnant and hopes to use her profits from lottery sales to help her family survive. On lucky days, she can earn up to 230 000 VN-Dong per day. The money is more than enough to cover her living expenses and to save for her baby’s arrival. On other days, she struggles to make ends meet. Huong and her husband spend much of their time at home, a small apartment in the heart of Saigon’s downtown.
