Lotteries are a form of gambling in which numbers are drawn to win a prize. They are regulated by state and territory governments. In some countries, they are operated by private companies, while in others they are public institutions. Regardless of their legal status, lotteries are widely used to raise funds for public purposes. Lottery profits are typically spent on health, education and social welfare. In addition, lotteries are a source of income for many governments.

In the United States, large portions of many state lottery proceeds go toward funding public education systems. In the past, they have also been used to fund a variety of other public projects. Today, a growing number of states allow citizens to buy lottery tickets online.

The New Zealand government operates a national lottery through an autonomous Crown entity, LottoNewZealand. Lottery profits are distributed by the Lottery Grants Board to a wide range of community and sporting groups. The government also runs two instant scratch card games: keno and bullseye.

While there are no nationwide lotteries in Canada, there are four provincial/territorial lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories). The provinces and territories may also operate local lotteries in their respective jurisdictions.

In Laos, the government oversees the country’s legal state lottery. But the system is plagued with allegations of rigging and manipulating winnings, sources tell RFA’s Lao Service. For example, on Oct. 14 this year, the winning number 509 was shown only as 134 on tickets purchased throughout the day of the drawing, and was changed to 509 only an hour before the drawing.

In the meantime, the country’s poor have few other options for making money. Huong sells lottery tickets and hopes to earn enough to buy a house someday. She and her brother Manh spend 16 hours a day walking around the city to sell them. On good days, they sell 250 tickets and make a profit of about 11 US-dollars per day. On bad days, they sell fewer and make less. But they don’t give up.
