Speculation is widespread that the Laos national lottery is not a fair game. This has been fueled by the fact that the same number, 134, came up as the winning number in the lottery three times in a row from August to October. This number is associated in Laos with the buffalo, a symbol of good fortune, and many people were eager to pick it. But a source close to the lottery told RFA that access to the number was blocked throughout the day of each of those drawings, and was restored only about 10 minutes before the drawing was scheduled.
