Some members of the ruling Communist Party are among the company’s shareholders and staff, while others hold leadership positions in the governing body of the nation’s capital city Vientiane. Various sources in the communist nation have alleged that the lottery’s officials are rigging the system, and winning numbers often appear on tickets purchased for a much lower sum than the actual jackpot payout.
The lottery is a popular game in Laos, but the prize money has become a source of controversy and accusations of corruption in recent years. While the government has not yet taken control of the lotto, it has stepped up efforts to address the issue of fraudulent practices. It has also increased transparency by limiting the number of drawings and requiring that winnings be paid out in cash.
The government recently sent a directive to the Ministry of Finance, which oversees the legal state lottery, to work with the ministry’s public security branch to better manage the problem. The directive stipulates that the number of drawing per week will be reduced, that winning tickets must be accounted for, and that informal football lotteries and lottery chances bought through mobile phone short messaging services must be shut down.
Until 1967 it was illegal in Canada to buy lottery tickets. That year the Liberal government introduced a special bill (an Omnibus Bill) to update obsolete laws and to allow provincial governments to operate their own lottery systems. In addition to the federal lottery, there are four national games: Lotto 6/49, Lotto Max, and Daily Grand.
