Lotteries are games of chance wherein people can win a prize based on the numbers drawn in a drawing. These games are generally run by governments or private organizations to raise money for various purposes. In some countries, lottery games are played for free while others charge premiums on top of the base lottery price. Online lotteries, which allow players to participate in the lottery from their homes or other locations, have become increasingly popular as Internet access grows worldwide. In addition, new types of gambling have emerged that are similar to the lottery but operate without a draw and with different rules. These include keno and video lottery terminals.
The first lottery in history was created by King Francis I of France in or around 1505; this was followed by two centuries of prohibitions and then reintroduction. Eventually, by the end of the 17th century, the lottery was available in Paris as a municipal and national lottery with several types of games. Other states also had provincial lotteries and private ones for religious orders.
In Canada, the legality of lotteries is the responsibility of provincial and territorial governments. The Interprovincial Lottery Corporation administers the four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), and Daily Grand. The provinces of Ontario and Quebec each have their own lottery commission, as does the Yukon Territory. In addition, a number of other lotteries exist in the country, including the Quebecois state-run lottery, Loterias y Apuestas del Estado.
A major source of income in Liechtenstein is the Lottery, which has been running since 1994 and is operated by the government-authorized foundation International Lottery Foundation. The lottery also supports charitable projects and organizations domestically and internationally. The winnings are not taxed in the country.
In Vietnam, poor people often choose to sell lottery tickets instead of the socially-detested act of begging. Depending on how lucky they are, a ticket seller can make up to 230 000 VN-Dong ($10 US-Dollars) per day. This is enough to sustain a family of two. However, the system of distributing the lottery profits is not yet in place in this country, so it remains to be seen whether such income will help the poor cope with rising living costs. For some, the lottery is their only source of income. The story of Huong, a single mother from Saigon, provides an example. Her day starts at 5 am with a small breakfast of rice and vegetable soup before she heads out to her Saigon neighborhood to sell her tickets. She usually works a 16-hour shift with her husband Manh, who also has to support their infant child. On good days, they sell as many as 250 tickets. On bad days, they sell fewer than 180 tickets. Regardless, the two are determined to continue selling lottery tickets. They do not want to depend on their son’s welfare or go back to begging for money.
