The lottery’s operations are supervised by the Gaming Control Authority.

In Canada, lottery tickets are sold by the Interprovincial Lottery Corporation, a consortium of five regional lotteries owned by their provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon and Nunavut). Lottery winnings are not taxed in this country.

Online lottery services have become a major source of revenue for many websites. The company that runs the world’s biggest online lottery, GTech Corporation of West Greenwich, Rhode Island, reports that it controls 70% of worldwide online lottery sales. This figure is a significant increase from its share of only 5% in 2008. Online lottery services typically charge premiums on the base lottery price to cover expenses and profit.

A woman from Laos who won the lottery last month told RFA she plans to invest some of her winnings in a new house for her family and take a vacation. “I want to travel, South Korea, Japan, Vietnam – whatever my heart desires,” she said. She also wants to help her parents and friends, whom she hasn’t seen in more than a decade. “They have been through a lot,” she said. “I just want to make them happy.” She added that her phone hasn’t stopped ringing since she won the lottery. She’s getting calls, messages and emails from family, friends and acquaintances. Almost all of the messages are positive, she says. “It’s so nice to receive all these good wishes.” In the future, she hopes to donate money to charity and help those in need.
