This talk explores the political, economic and moral history of state-run lotteries in the country and their mechanics, with a particular focus on the impact of the lottery on people who play it. Dr. Charles (Chip) Zuckerman will trace the development of the lottery in Laos, discuss how it’s used by ordinary citizens to make decisions, and explain what he learned about lotteries while doing ethnographic research there in 2013-2016. He will conclude by examining the ways that the government rationalizes the lottery as an economic activity that is coherent with socialist goals.
