The prizes would be awarded based on the correct answers to four questions about Montreal. The “tax” was contested by the Minister of Justice and Drapeau, but the draws went ahead.

Laos has a complicated relationship with gambling. Though the country considers it illegal, there are Special Economic Zones that offer casinos, where lottery-style games are legal. However, the national lottery is dominated by private business interests with connections to ruling elites, sources tell RFA’s Lao Service. The office of the prime minister recently sent a directive asking that the Ministry of Finance, which oversees the country’s legal state lottery, work with other ministries to better manage the lottery. This means that drawing times will be reduced and winners will be notified more quickly.
