Laos has a complicated legal status when it comes to gambling, as it is considered illegal in the country but is allowed in certain Special Economic Zones. It is also possible to gamble in offshore casinos, where players from Laos are accepted.
Officials in the communist country of Laos are accused of rigging the lottery to avoid paying large pay-outs. Sources in the city of Vientiane told RFA’s Lao Service that lottery drawing results often fail to match up with the numbers on purchased tickets. For example, the winning number in a drawing held on Oct. 14 this year was 509, but that number only appeared on a few tickets sold during the day of the drawing and disappeared from most others. The source said the number was deliberately omitted from most of the purchased tickets, as it is considered unlucky.
