Government officials in the communist country of Laos are rigging the nation’s legal state lottery system by manipulating winning numbers, sources in the capital Vientiane tell RFA’s Lao Service. For example, the number 509 — which is associated with the buffalo symbol, a Laos icon — appeared only as 5 on tickets sold throughout the day of the Oct. 14 drawing, despite large demand from those seeking to win the grand prize. The number finally showed up on the winning ticket only an hour before the drawing was scheduled to take place.
On Aug. 17, the office of Prime Minister Thongloun Sisoulith issued a directive requiring the Ministry of Finance, which oversees the state lottery system, to work with other ministries to better manage the problem and ensure that lottery drawings are more transparent.
