For example, on Oct. 14, the winning number 509 appeared only as 5 on tickets bought throughout the day of the drawing, a source told RFA. In addition, business interests with connections to Lao political leaders are controlling the state lottery system, the sources added. In an attempt to remedy these problems, on Aug. 17 the office of Prime Minister Thongloun Sisoulith issued a directive asking the Ministry of Finance to work with the Ministry of Security to improve the lottery system.
