For poor Vietnamese, lottery ticket sales are a vital lifeline. In Saigon, for example, a single-mother Huong can make up to 230 000 VN-Dong per day (10 US-Dollars), enough to feed herself and her baby daughter. Selling tickets is more desirable than the socially detested act of begging as the country’s welfare systems are still not capable of providing adequate assistance to the needy.

The legal status of gambling in Laos is a little complicated. While it is illegal in most parts of the country, there are Special Economic Zones where casinos operate legally. In these zones, casinos can accept players from Laos and offer a wide range of casino games to its visitors. Currently, there are three land-based casinos operating in the country. In addition, Laos residents can play at numerous offshore online casinos without fear of prosecution. These sites also offer Laotian language versions of their websites. In fact, most major online casinos now have a Laotian language option.
