In one instance, the number 509 appeared on purchased tickets as only five throughout a day of lottery drawings earlier this year before changing to the supposedly lucky number 13 only 10 minutes before the drawing was held, a resident of the capital Vientiane told RFA’s Lao Service. The Lao deputy finance minister and state lottery supervisor, Sila Viengkeo, denied these allegations. He said that a directive issued by the office of Prime Minister Thongloun Sisoulith on Aug. 17 ordered that drawings be reduced from two to one a week and that winnings be handled more transparently. The ministry would also work with the police to close down informal football and lottery chances sold through short messaging services, he added.
