The communist country of Laos is notorious for rigging its national lottery to avoid large pay-outs, sources in the nation say. Drawings held three times a week often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen, the sources tell Radio Free Asia. For example, on Oct. 14 this year, the winning number of 134 disappeared from the purchased tickets, and was eventually changed to 662 just before the drawing took place, one RFA source said.
While the national lottery is government-owned, most of the business interests that operate it are private companies, with connections to the ruling elite. Those companies are allowed to make profits from the lottery, but they must pay a small fee to the government every year for the right to operate it. The money is then distributed to Laos’s poorest citizens through a special fund called the Social Development Fund.
Lottery-style games are popular around the world, with a variety of different companies providing them. Some of the most famous are Lottery samui, Powerball, Mega Millions and EuroMillions.
