The largest lottery is the EuroMillions, managed by Camelot Group. Its prize pool averages €2.4 billion a year, and it is played on a pan-European basis. Instant lottery tickets, also called scratch cards, are another source of lottery revenue in some jurisdictions. These games are more convenient for players, as they do not require them to leave their homes and can be purchased from retailers that carry traditional lottery products. Many lottery-style games are also offered through social media, and players can win big prizes by referring friends to the sites. GTech Corporation, based in West Greenwich, Rhode Island, administers 70% of the worldwide online and instant lottery business, according to its website.

In the communist nation of Laos, state lottery officials are accused of rigging the system in order to avoid large pay-outs. Drawings in the national lottery, which take place three times a week, often show numbers that disappear from purchased tickets or that are deemed unlucky by most players, RFA’s Lao Service reported. For example, on Oct. 14 this year, the number 509 appeared on only a few of the tickets sold throughout the day before it suddenly disappeared from the drawing, an RFA source told us.

The office of Lao Prime Minister Thongloun Sisoulith issued a directive on Aug. 17 requiring the ministry that oversees the country’s legal state lottery to work with other government agencies on improving transparency in the sector, sources told RFA’s Lao Service. The new rules call for cutting the frequency of drawings to one a week and specifying that lottery winners must be awarded in a more timely manner. They also require that informal football lotteries and lottery chances bought via short messaging services be shut down. The directive is yet to be implemented.
