Laos officials have been accused of rigging the national lottery’s drawing process. During the last drawing on Oct. 14, for example, the number 509 disappeared from purchased tickets while appearing on the winning list as 134. A RFA caller from Laos complained that the lottery is controlled by business interests close to the ruling elite and has no public accountability.

Dokkeo says she will use her lottery money to make a down payment on a house and to send her children to college. She will also take some of the money to travel. “South Korea, Japan, Vietnam – you name it,” she said.
