Private business interests have taken over the lottery’s operations, and the company that operates it is controlled by people with connections to the ruling elite, sources told RFA’s Lao Service. “It is a problem because the government should be responsible for this, and it should resume control over the national lottery,” one caller from Laos said.

The state-run Spanish Christmas Lottery is considered the world’s largest, as its prize pool typically exceeds EUR2.4 billion. The prize is awarded to-not split by-up to 180 winners. In addition to the national lottery, Spain also hosts a variety of private-sector lotteries.

New Zealand has a government-controlled lottery, Lotto New Zealand. Its profits are distributed by the New Zealand Lottery Grants Board to various community and charitable organizations. Lotto New Zealand’s profits are also used to support sports and arts programs. It offers a number of different games, including the Lotto (including Powerball and Strike), Keno, and Instant Kiwi scratch card games.

Canada has four nationwide lotteries, administered by the Interprovincial Lottery Corporation, a consortium of provincial and territorial lottery commissions. These are Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Manitoba, Northwest Territories). In the past, it was illegal to buy a ticket in Canada prior to 1967, when the federal Liberal government introduced a special bill – an Omnibus Bill – intended to update obsolete laws.

For poor Vietnamese, selling lottery tickets is a vital way to make ends meet. For single mother Huong, a saleswoman from Saigon, it is her only source of income. On good days, she sells 250 tickets, a profit of about US-Dollars a day. She and her husband Manh work together on 16-hour shifts, and their baby daughter sleeps with them at night. The pair are happy to have a stable source of income, which they prefer over the socially detested act of begging.
