Ticket sales are strictly regulated by provincial/ territorial governments. In addition, a number of private lotteries operate in the country, such as Set for Life and the Health Lottery.

For Huong, a single mother from Saigon, selling lottery tickets is her only source of income. On a good day, she can sell 250 tickets, earning her a daily profit of about 11 US-Dollars. In contrast, on bad days she can only sell about 180 tickets, leaving her and her husband barely able to make ends meet. For Huong, the money from selling lottery tickets is enough to avoid the socially detested act of begging.
