Lottery officials in the communist nation of Laos are rigging the system, manipulating winning numbers to avoid large pay-outs, sources tell RFA’s Lao Service. Drawings of the state-run lottery frequently show numbers that are not available on purchased tickets. For example, the number 09 was shown on a TV broadcast as the winner of a recent drawing but disappeared from tickets sold throughout the day.

A state official speaking on condition of anonymity told RFA’s Lao Service that the companies responsible for running the country’s national lottery include individuals with connections to the ruling elite. “Private business interests should not be responsible for the national lottery, because the drawings can’t be trusted,” he said. Gambling is illegal in the Laos but there are Special Economic Zones where casinos operate and accept players from around the world. Several offshore online casinos also accept players from the country without risk of being caught by the authorities. These casinos also allow players to play popular casino games such as roulette and poker. The jackpots at these casinos are generally much higher than those at the local lotteries. In addition, the chances of winning are much better.
