A Lao citizen who follows the lottery told RFA that the number 134 was popular because it is associated with the buffalo, a symbol of good fortune. But he said access to the number was cut off for the whole day on Oct. 10 and was restored only about an hour before the drawing, leading to confusion among players.

Other complaints include suspicions that the lottery company is manipulating the results. “The heaviest ball will fall down and will make the hole higher while the random drawing is happening,” one caller complained. The lottery company’s steering committee chairman, Vilasack Phommaluck, dismissed the allegation, saying it is outside his jurisdiction.

Another allegation is that the lottery company is blocking certain numbers or not selling them. A caller to RFA suggested that the steering committee could take steps to prevent this behavior, such as by reducing the number of drawings or showing them live. But Phommaluck said this would not solve the problem because it was a matter of trust.

In the United States, there are a number of private lotteries and online services that offer instant games and other types of lotteries. In addition to online games, these services charge premiums on base lottery ticket prices. The US Patent and Trademark Office has awarded a number of patents on lottery-style games.

Generally, winnings from the lottery are paid in lump sums and must be claimed within six months or a year of the draw date. Winnings must be reported to the lottery agency in the jurisdiction in which you reside. Some jurisdictions have restrictions on how much you can win.
