Truong Thi Le, who sells lottery tickets on the streets of District 11, says that sales have dropped drastically since the pandemic began. She is now able to earn only about VND120,000 a day. “Many of my clients are now unemployed and can’t afford to buy tickets,” she said.

In New Zealand, the lottery is operated by an autonomous Crown entity called Lotto New Zealand. Lotto New Zealand operates four national games: Lotto, Powerball, Keno, and Bullseye, and it distributes its profits through the Lottery Grants Board to community organizations and charities. The company also sells a number of instant scratch card games and processes Internet gaming transactions.
