In Canada, the national lottery is operated by the Interprovincial Lottery Corporation, a consortium of provincial and territorial lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut). Each member province/territory runs its own local lotteries as well.
Historically, lotteries were illegal in Laos, but the first public lottery was organized in 1954 by Souphanouvong, the leader of the Pathet Lao movement, to fund the guerrilla war against the French occupation of the country. Other political groups that supported the lottery included Kaysone Phomvihane, Nouhak Phoumsavanh, Thao O Anourack and Tiao Vongvichit, all of whom later became members of the Front for the Liberation of Laos.

The city’s lottery company has told ticket vendors not to sell the tickets, but some continue selling them anyway. One vendor, Van Nguyen, said he owes his room rent to his landlord and that if he doesn’t sell tickets he won’t be able to pay his debts. He added that he’s aware he is breaking the law, but that he can’t stop selling the tickets because he needs the income to support his family. In some cases, ticket sellers are reselling their tickets through third-party websites, where they’re not subject to the same regulations as a licensed resale agent.
