For a $2.00 donation players could be entered into a draw to win silver bars instead of cash. This “tax” was not a lottery under federal law, but there was considerable debate about whether it contravened Quebec’s provincial laws.
In Laos, the state lottery is dominated by business interests with close ties to the ruling elite. The companies that run the lottery pay a fee to the government each year for the right to operate it. The government does not disclose how much the annual fee is. The companies have no transparency and cannot be trusted, a caller told RFA’s Lao Service. On Aug. 17, the office of Prime Minister Thongloun Sisoulith issued a directive to state lottery supervisors to improve the management of the lottery, requiring that drawing sessions be reduced from two to one each week and winnings handled more transparently.
