The directive stipulated that the frequency of lottery drawings should be reduced from two to one per week and that winnings would be handled in a more transparent manner. It also called for the investigation of business interests involved in the lottery’s work. A source who spoke to RFA’s Lao Service on condition of anonymity said the business interests involved in the lottery include people from the families of national leaders.
