The number is associated with the buffalo, a symbol of good fortune in Lao culture. The number was changed only 10 minutes before the drawing, the source added.

Lao business interests have a stake in the lottery’s work and are responsible for rigging the system, the source said. “It’s not fair that these businesses are able to control the outcome of the national lottery, which should be 100 percent managed by the government,” the source told RFA. “Hopefully, the Lao government will take over the management of the lottery again soon.”
