The ILC’s website has information on the risks of gambling, as well as links to helpline and treatment resources.

Despite the widespread public perception of the ILC as a benevolent organization, critics charge that it is a monopoly. The ILC’s critics claim that its operations have been fueled by a lack of competition from other state-based lotteries and that the organization has not taken advantage of opportunities to expand its market share. In addition, some question the ILC’s use of the proceeds from lotteries to pay for administrative costs and to fund marketing activities.

In Laos, lottery officials are accused of rigging the system by manipulating winning numbers to avoid paying out big prizes, sources in the communist country tell RFA’s Lao Service. For example, on Oct. 14 this year, the winning number 509 appeared as only five on purchased tickets throughout the day of the drawing, after large numbers of buyers sought to purchase tickets with that number. However, access to the lottery’s website for purchasing tickets was blocked all day and the number was changed only an hour before the drawing. This is just one of many cases of such alleged manipulation, the sources said.
