A caller to RFA’s Lao Service told the news agency that businessmen linked to the ruling elite have a hand in determining the lottery’s winning numbers. “Last week, a number was announced as 134 and then changed to 662 an hour before the drawing,” the caller said.

The caller also alleged that the lottery was rigged. He cited one instance where access to the national lottery website was cut off on the day of the drawing, but was restored an hour later with the number already selected. “This is a huge injustice,” the caller said. “The government should resume control of the national lottery.”

In Vietnam, meanwhile, lottery tickets are sold through mobile phone applications and short messaging services. The money raised by the tickets helps poor Vietnamese families survive and avoid the socially derogatory act of begging, as the story of Huong, a single mother who sells lottery tickets in Saigon, shows. On lucky days, she can make 230 000 VND (10 US-Dollars), enough to provide for her baby.
